I thought conquer Haki could play a part this episode but still waiting.

An endless army and he's in the middle of an Emperors territory... using Conqueror's Haki constantly is not something Luffy is capable of, especially after just defeating cracker earlier that morning. Not to mention his injuries sustained during that fight between Luffy and Cracker,

Luffy than took a beating from Sanji moments before the army showed up. Oh and since Luffy is stubborn as hell he won't run, or eat anything unless it comes from Sanji... His rubbery stomach never stays full for long so he's likely already getting hungry, physically and mentally worn out as well.

That aside the new world is full of individuals with strong will power, the stronger the will the more will power needed to conquer it.
